According to Indiana Superintendent of Public Education Tony Bennett, here is why Indiana will not be getting a $250 Million Race to :the Top education Grant from the Federal Government.  Indiana schools are an estimated $279 million short, causing many school districts to ask voters to accept tax increases.  According to Superintendent Bennett:

“You either have to have excellent statutory conditions, or if you don’t have that, you have to have tremendous union buy-in,” said Mr. Bennett, who decided not to compete in round two after he couldn’t get support from local and state unions. “The best scenario is both. Indiana has neither.”

Recently, the Indiana State Teachers Union sandbagged Indiana's round two Race to the Top bid.  The union did not even bother to meet with Bennett concerning the grant which would have required the union to accept reforms that would tie teacher compensation to performance.
